B20A5/GSR Intake. Need help

Default B20A5/GSR Intake. Need help

I've got an 89 Prelude Si, the B20 took a dive runnin a firebird on I-85 , (but in it's defense, it had almost 300,000 miles on it) but as I disassembled it, I realized that the b20 had a dual stage intake, nearly identical to a GSR intake. The thing I don't understand is, I thought the GSR had the second set of runners for the VTEC? If so, then what purpose do they serve, and when do they take action on the B20 non-VTEC? Any enlightnment on this will be greatly appreciated.

The only purpose of the runners is to optimize low end torque. The secondary butterflies have nothing to do with vtec.
