Default Heat Shield

How much would it be to have my heat shield replaced. I have had it "fixed" a few times now but it still seems to be giving me some problems. Most noticable is the exhaust tone, which sounds very raspy at certain rpm's. I wanted to know if it is expensive to replace it, or if this is DIY thing.

Raspy sound is the gasket between the manifold and the down pipe.
