It doesn't serve the purpose of the thread and frankly, it's getting old.
CVC 27156 was mandated by the federal government and specifically, the National Emission Standards Act (42 USC., Sect. 7521 to 7550 inclusive).
Every state is required to have an equivalent law on their books; this is California's version. All it says it that if your car came from the factory with EPA mandated emission control systems, it is illegal to modify, disable or remove them and that you cannot drive on the public road if they are.
