Default ECU's influence on charging system?

hey everyone, i've been having some trouble with my swap because 1.) can't get my car started, 2.) when i push start my car, the alternator seems like it's not working (reading only 12.8 V+ instead of 13-15 V+) :sad:

i've replaced the starter, and altenator, and recharged the battery already and still the same problem. i'm hoping that if i can get the charging system to run correctly, the battery will get the extra needed boost to start my car. h:

here's my question:

how much influence does the ECU or ELD (electronic load detector) have on the starter and/or charging system? when the car starts, does the ECU send out a signal to regulate the voltage or does the ELD do that? i'm thinking that everytime i start my car, the ECU is either receiving or sending out a false signal to the altenator causing it to not generate the expected output voltage. any insights will be appreciated. :bigok:
