the only smog legal turbo kit I know of is the Greddy kit, the reason its smog legal is because it has no BOV and the FCU (bluebox fuel management) So with the FCU installed it will pass smog, but its only designed to plug into the OBD2 ECU, but there a way to connect the FCU to OBD1, and with that done it will pass smog.
no other kit will pass smog, the BOV and the DownPipe just don't let it do so.
