go to jdmhondaparts.com and look up katman or anyone else there that can "chip" your 95 LS ECU. i would just raise redline to 8k and still keep a revlimit instead of the simple procedure of completely removing the rev limiter altogether.
definitely get your car tuned on a dyno after you finished what you can. im assuming you have a naturally aspirated B18B? the SAFC will do just fine. no need for Hondata in my opinion. im guessing you got some headwork done like cams, valvetrain, cam gears, ported throttlebody, intake manifold ported, maybe a set of higher compression pistons..? if so, id raise redline to 8k, sell the stupid LS tranny and buy a GSR tranny, retune the SAFC and adj. fuel pressure regulator (i hope you have one) on a dyno along with your ignition timing. with that setup, itll be hauling major ass and surprise a shitload of GSR/ITR/B16 owners.

You can save your money for something better, cuz LS hits its max hp/torque at 6300rpm, so the extra 1200rpm will be uselss. And if yor only extend the rev limit, without strengthen other parts in the cylinder head(vlaves, valve springs, and retainers), will only harm the engine and does nothing good.
