V2 ( Hydro Lock ) ?
I have a V2 on my teg. I live in southern california so it almost never rains here and even when it does I'm never going to submerge my filter. Personally I would never drive through water that deep in my car even with a stock intake system.
The V2 piping is quite big, this isn't for air flow though. There is actually a smaller pipe inside the larger pipe.
The way the V2 is constructed to make it better than the original CAI is that it uses the two seperate pipe diameters to take advantage of sound resonance at certain frequencies to increase the ease (and velocity) at which air moves through the intake. Putting a bypass valve in it would completely ruin this and so there is no option for a bypass valve.

Seriously though...
If I were you, I'd get the V2. You'll save a good bit of money over the Comptech, which you can spend on other things. If anything, the V2 will make more power. You won't submerge that thing, you're WAY too careful. You can dodge a manhole with the best of them. Haha, that sounds awful.
