It depends on the tuner..

I've seen 437whp on a stock GSR block. Only thing aftermarket was the cams, head gasket, and radiator.

theres more to it than just a special tune. the best tunner in the world cant make hp out of an engine with poor parts. all the supporting mods have to be able to support the power as well.

i'm confused to at what you're asking, like what the stock block without cylinder sleeve work? or stock block without forged internals?

The block will handle boutish of 11 lbs of boost. Every 14.7 lbs(1.0 bar)your HP doubles, so take stock HP double it and subtract 25%ish. Crank good to 825(according to a Honda HP building book)

11lbs of boost is arbitrary and depends on the size/cfm that the turbo is pushing. 11 psi on a big GT35 is not the same as 11psi on a small T25.

your 14.7lbs number is more of a rule of thumb based on the potential base output that the particular engine setup is capable of outputting when NA.

example - my old LS turbo setup.

pushing 7 psi with an 18G turbo, i put down something around 190whp.

now atmosphere is 14.7 like you said, plus the the 7psi that i was boosting, equals 21.7psi.

190whp/21.7psi = 8.75 whp per pound per square inch.

so Normally Aspirated (14.7psi for atmosphere), would be 14.7 x 8.75 = 128.6whp, exactly where a Normally Aspirated STOCK B18B should be around.

with stock sleeves, forged internals should help you be around 500whp easily, assuming everything is in running order internally (bearings, good clearances, etc)

Included math!! +1 for you brah. And yes size of a turbo DOES play a role, but 11 lbs is 11 lbs is 11 lbs is 11 lbs. IF you're saying CFM is a critical component, then you ALSO need to include intercooler pressure drop, piping drop, ect. ect. ect.
