11lbs of boost is arbitrary and depends on the size/cfm that the turbo is pushing. 11 psi on a big GT35 is not the same as 11psi on a small T25.

your 14.7lbs number is more of a rule of thumb based on the potential base output that the particular engine setup is capable of outputting when NA.

example - my old LS turbo setup.

pushing 7 psi with an 18G turbo, i put down something around 190whp.

now atmosphere is 14.7 like you said, plus the the 7psi that i was boosting, equals 21.7psi.

190whp/21.7psi = 8.75 whp per pound per square inch.

so Normally Aspirated (14.7psi for atmosphere), would be 14.7 x 8.75 = 128.6whp, exactly where a Normally Aspirated STOCK B18B should be around.
