I think I found the problem. looks like this pressure hose has dry rotted a little. theres a half inch long split but you cant really see it in the pic. can all this fluid be coming from this small crack?

Yes. The system is under pressure, so any hole will cause a serious leak. Hook it up and take a peek. I would replace it anyways though, if its dry-rotted it will fail eventually.

If you're feeling cheap, and want to be sure before replacing anything, you could wipe off that hose real well and then tape it up w/ duct tape. Not saying you should rely on that as a repair, but if done properly (on a small enough gash/hole) it may seriously slow or even stop the leak for a period of time. If it does, the reservoir stays full after a drive, than you know what do do - pick up a new hose and ~3 bottles of Genuine Honda P/S fluid.

well at least it looks like the culprit is the hose, and not the rack. yay.
