Default Back of trunk loop

Does anyone know what this part is for? It was in my trunk at the back on the passenger's side. There's a circular hash mark in the plastic on the driver's side with a screw hole behind it where I think another one would go. Is this for a cargo net?

Well, baby carseats are sort of like minature racing seats for babies. They have a 5 point harness and everything
