The tensioner doesn't always have to be swapped from what I hear. It can be tested for a load and if it still holds up to a certain degree it is still good.
I don't see a problem with that mentality, but it was just easier for me to change it for a piece of mind - i was doing a rebuild anyway though.
Either way, I would go with OEM. You can get the drive belts locally, and they are easy to change. You only want to do your timing belt when you must.
I'd stick with OEM. I bought a "OEM spec" kit and totally regretted it. Had major issue with water pump fitting. Spend hours with dremel to make it fit.
