94-01 LS exhaust components are interchangeable with the 00-01 GSR exhaust components.
If you ordered a turbo kit for a 94-01 B18B1 for a 00-01 B18C1, the downpipe would line up correctly, but the intake manifolds are different, so the charge piping would have to be modified. The year specified on the turbo kit also could be due to electronics. 2000 is the first year for OBD2b on Integras.

The 00-01 GSR's have built in immobilizer chips so no you won't be able to plug in that ecu and start your car with your key (immobilizer control unit in ignition). Even another obd2b ecu won't work, it has to be reprogrammed to match the control unit in your ignition or you won't be able to start it.

As far as I know, OBD2 ECU's cannot be chipped and even if they could, it would be impossibly difficult and probably have very limited parameters that you could change. There is no ROM editor that supports OBD2 code.
