Yes, you can use any OBD1 vtec ECU. You will need an OBD2b to OBD1 conversion harness to do so. The immobilizer is in the ECU, so you won't run into problems with that.

As far as I know, OBD2 ECU's cannot be chipped and even if they could, it would be impossibly difficult and probably have very limited parameters that you could change. There is no ROM editor that supports OBD2 code.
