When my integra is cold, it starts out around 2000 rpm. Then as it warms up, it settles down to just under 1000 rpm. Today it stayed up around 1500ish rpm so I tapped the gas to see if it would bring it down. That's when the needle started fluctuating from 1000 to just under 2000 rpm. Any thoughts...???

 

Idle air control valve or fast idle thermo valve, I would bet it's one of the two.

Only 94-95 integra throttle bodies come with Fast-idle thermo valves. You have a '96, so you can try removing the Idle Air Control Valve from the intake manifold and cleaning it thorughly. It is located on the backside of the IM, close to the firewall. I think you can use break parts cleaner. If that does not work, let us know.
