Failed Smog... Help me out

Failed Smog... Help me out
Ok so I went to smog today and my gsr motor failed smog. The CO2 output was like 5 times the norm. This shocks me because:
-Block has 60,000 miles
-Head has been rebuilt by my friend and I (has 700 miles now)
-New Guides and Valve Seals
-New Valves
-New Catalytic converter
-NO Check engine lights
The guy said it was running rich. Now the ONLY thing I can think of is that Skunk2 ECU I'm running. I'm already fixin to get an OEM one. Who else thinks it may be the ecu?? (at this point thats all I can think of).

Hmm.. what were your NOx numbers?
And at which speed did you exceed the CO^2 parameters?

Heres what was bad. BTW it failed horribly at both 15 & 25 mph. Also maybe I don't really know how to interpret this thing. But it did fail nonetheless

So when the guy told me the results, he said it's running rich. Would this show black carbon on the plugs??? I bet its that damn ecu

Given the consistently high readings, I'm with Snoops.. it's the ECU.

Well I'll change it out with an oem. But if it was rich, wouldn't the spark plugs be black?? I just checked them, and the porcelain part was really light brown/greyish, really closte to white. Wouldn't this mean that its running lean?? Or am I getting confused here? Thanx for the help. Really appreciate it.
