Neither one is better. Which one you pick is based on what compression ratio you want. Check this out, it's a nice compression ratio calculator: http://www.c-speedracing.com/howto/c.../compcalc.html
With a B18B block and B16 head, these pistons will give you about these CR's:
USDM B18C1 - 10:1
JDM B18C1 - 10.6:1
USDM B18C5 - 10.8:1
JDM B18C5 - 11.3:1
USDM B16A - 11.3:1
B16B - 12:1
Seeing as you're in Cali which limits you to 91 octane, I'd go with some USDM ITR pistons to stay on the safe side of detonation.

get some eagle rods with arp bolts, or at least shotpeen and balance your stock rods, and have them resized to use arp bolts.

Another option for rods is Crower's new "econo-billet" rods. Similar to Eagle stuff in price and the fact they're made in China, but supposedly Crower does some finishing work on em before sending them out. For 30 bucks more than Eagles I'd go for em.
