Anyone know what this could be?

Sounds like it would be a sensor. Possibly throttle position sensor. Does it surge and actually accelerate the car as if you kept tapping the gas?? That is my guess. Did you do anything with the air intake??(like make your own). Ive seen surging as a result of improper intake design.
