Oh, ok. Didn't they implement that system starting with the 2000 year model?

I also find it strange that a 98 cluster has 20k miles on it...maybe wrecked?

yeah, I don't know when they implemented the theft deterrant system for the integra but it was implement in all the 5th gen preludes, and for anyone who has it they know that it will be a pain in the ass to make key copies, because it has to be done in the dealership. I never got the red key thing with my car so it sucks for me cuz I only got one set of keys. I never knew this until I went to make copies of my key and it wouldn't start the car, so the only thing my copied keys do is open the doors and trunk. Only my key with the chip in it will start the car.

so will i have problems if i swap this in my civic? with the whole key thingy

No, there will just be no wire going to that light and the light will never be lit. Same thing with the Maint Required light.
