Well if you want a car geared towards performance, you could buy a civic and put a bunch of integra parts on it. Or you can buy an integra and have comfortable seats.

Buy the teg. More power, they look better. Down fall, people like to steal them. But then again people will steal anything if they want it bad enough.

I would definitely lean towards the Integra. Same year and same mileage, the Integra will be more expensive. But if your goals are performance or looks, the Integra is the definite choice. First of all, the Integra is faster stock (and to get a Civic as fast an a stock Integra, especially a Civic DX or CX) would probably even out the price. On top of that, the Integra handles better stock, has a niecr interior (imo), better seats, and the exterior styling is nicer than a Civic (plus, there aren't as many Integra's as Civic's around, so its a little more unique). So in conclusion, Integra > Civic

If he is debating between an Integra and a Civic, I highly doubt he's looking for a Type-R, more than likely it is an Integra LS, since its the only model that could really be cross-shopped with a Civic

I have owned both (Still do) I have a 96 Civic LX and a 2001 GSR. Personally, I don't think either one is better than the other. They both have their benefits. Both cars are built on the same plattform, but the Acura is more of a luxury car then the Civic.

Here are my thoughts on both:

Civic -
Easier to haul friends in the four door
Better gas milage
More roomy
Lower insurance
Easier to work in engine bay
More aftermarket parts availability at a lower price

Integra-
More power
Handles better (susp. & brakes)
More of a luxury feel
Most aftermarket parts you would have installed on a Civic are already there

Like everyone else said, it all depends on what you want to use it for.
