I have a set of Eibach Sportlines on my 94 RS and I love them. It gives the car a nicer stance and it looks so much better than stock. I have had absolutely no problems with them at all and have been extremely pleased.

Default coilovers

Coilovers have been given such a bad name, and thats because most ppl buy those cheap ebay coilovers. Springs are nice, but you have no adjustability.

There are some very nice coilovers out there, and regardless of the height you set it up for, they will have the same dampening characteristics...

Before you buy any thing to lower your car,you need to look into aftermarket shocks.Tegs have shocks all around the car,no struts...

I think adustable shocks are the way to go,and with coilovers(especially the good ones, with extra adjustment features) you CANT be disappointed.

Ive learned the hard way that its much better to spend the xtra coupla bucks now,and get what you actually want, than wish you had later.

Shocks are a must before you lower it though. The stock shocks will definitely go very soon after lowering it.

Also, lowering it will give your wheels more negative camber...bad for tire wear...you can adjust the rear by putting washer inbetween a bolt that connects to the undercarriage, and worse that can happen, you may need a longer bolt.
The front end on the other hand needs a kit to make the camber adjustable enough to bring your camber back to tolerable levels. Last i checked it costs around 200 bucks...thats somthing i need, and i would prolly have saved myself a few hundred dollars in tire wear had i actually gotten them(17 inch tires,of decent quality usually sell for around 125 each,or more with oil prices going up)

I have 5 way adjustable tokico illuminas all around my car, with a semi decent set of coilovers with height adjustment only, and im quite happy with the performance...

Somthing to think about, and sorry for so many words!

What's the lowest one can go without needing a camber kit?

Depends on whether the alignment shop finds it out of spec after lowering or not. It is not a solid number since it is different with every car and every drop.

To answer the original question, the best ride quality and drop for the money is a set of Neuspeed Race Springs (2.0 F, 1.75 R) coupled with a set of either KYB GR-2 (non-adjustable) or KYB AGX (4 way adjustable) shocks.

Coilovers are much too stiff for my taste. I would rather have a smoother ride than adjustability of ride height. But hey, you can do what you want with the car.

Swell. I agree with the adjustment thing, not really neccessary for a street application. Shmoo is that what you are running right now?
