Default Why Does my Wheel Do This?

I just got a 1990 Integra. It had a donut on the passenger side but I went and got the stock tire to match it. When I sat it on the ground it looked a little bent but when I went to turn and go to the right the passenger side didn't go all the way over and instead of sitting like this |_| it was on an angle like this \ _\ slanted inward. Does anyone know what this could be?

camber's off, i'd say he got the donught aligned with the wheels... and/or it has been on the car WAAAAAY to long
