To answer your question it isn't a good idea to burnout when you're on a budget. Not only are you deteriorating your tires you are also prematurely wearing out vital parts of your engine. Axles may snap, boots may leak, a lot of parts will age quickly with harsh burnouts.
If all you have are all season tires and mere 140hp then burning out will gain out little to no advantage.
It's not pretty smart in general. You can spin a few times to heat the tires up at the track just to make contact, but if your doing a burnout contest or trying to be Steven Papadakis or Lisa Kubo your doing it in the wrong car. Notice that "most" cars that do burnouts at tracks are pieces of shit with crappy front tires. If this is you, than I apologize, but if it isn't your asking for problems.
140 hp can do it easily.. i used to have a 92 cx hatch, only 70 hp!!! it did burnouts pretty well... if ure on a budget just do burnouts when its raining or snowing.. save your tires, engine, tranny, axles, etc alot of wear
Last front wheel drive car I did a burnout in broke the axle shaft and ripped the brake line off the frame all the way up to the master cylinder after it got wrapped up in the flying axle. Go look around your town and buy a 100 dollar grandma bomb mid 70's tank that is rear wheel drive and has a V8 and burn out all you want till the cops bust you, I try to avoid burnouts in my integra, thats what the 70 cutlass with a 455 is for.
