That's the fast idle thermo valve, which only affects idle while the engine is cold and warming up. The IACV is behind/under the intake manifold.

well it is not the IAC cause I replaced it with a new one that a friend had, and it still did it. So I am looking for more ideas.

I still say check all your vacuum connections and make sure they are correctly hooked up.
