Actually, they made OEM ones for USDM 94-97's as well. The bulbs are white instead of yellow.

I installed a set on my car. They're just hard to find, but they exist.

 

Acuraparts247.com lists the fog light kit for the 94-97 Integra, but they don't always have what their site says they have.

I have the factory fog lights on my car 96SE. I saw an article online with specific instructions on how to make the fog lights work independantly of the headlights. Though, I'm not really sure I see a benefit of using the foglights when the brights are on. There seems to be plenty of light already. If you want them on when the parking lights are on then I suppose a factory wiring diagram and a length of wire is all you'd need.
