Default Cruise Control not working, need wiring help

Its a 92 4door teg. The Cruise control button on the dash lights up and all when pushed, but the functions on the steering wheel do not work. The horn also doesn't work, so it might be related to a bad wire going up the colume. I dont have any access to a diagram to show me what I'm looking for, some maybe someone can help with some advice of a scan of the diagram I need...

On a side note, I'm getting really shitty gas milage (I think) at the most 220 miles on a full tank in town, 250 on the highway. This is on an automatic tranny BTW. I don't drive hard either. Cap/wires/plugs are good. What else should I be looking for? I saw someone post about adjusting the valves, but how do I go about doing that, or determining if I need to? The engine burns absolutly no oil in 3k miles. Its currently got some 10w30 in it now, but I'v heard switching to a Synthetic 5w30 would help gas milage. Is this true?
