a 2002 SSM TLS with comptech springs, sways, 19" trafficstars, bodykit and spoiler with 27,000 miles
for a
2000 JDM TYPE-R with 17" Volk TE-37s with 17,000 miles and $3000 cash?

Dang dude, jump on that deal! Neither one of you are coming out ahead in particular (okay, maybe the R owner is just a bit), but if the both of you are comfortable with that type of trade, go for it.
Your car is worth what, about $28k to $30k w/ the miles you have? The springs, body kit, swaybars and rims cost you about $6k-$7k I assume? The Type R is still worth about $20k-$21k, a JDM front end conversion w/ labor is about $4k, 17" Volk TE-37 rims are about $3k or so w/ tires (prolly cheaper now).

awwwwww cant make up my mind awwwwww either one is hella tight!! especially the ITR with the front end conv. hmmmm type r or tl-s mmmm id say do it and ask for more money at least 5k or so and get a mugen front end body kit and side skirts, after that you could sell them rims on ebay get a lil more cash and buy some new rims if ya want. 
lets say a set mugen MF10's... just JDM the hell out of it like ISS Elite R ohh that will be tight..

Hmm...tough choice cause I was in the same boat as you are lastmonth and I had a person wanted to trade his 2001 Yellow S2K with the same mileage as my car and some cash. I came into a conclusion that my ITR would have a better value bc they don't make them anymore unless you go buy the RSX-R. 2001 is the last year they made it for the 3rd gen.
He's giving 3K dayam...you can pretty much make that car an 12 second daily driven and still look good. Well before you make your decision...have to check the other car out thoroughly. Maintenance records,how was it driven, the condition of the car,meaning the looks. Also you gotta test drive something before you buy right. Hope that helps.
