my friend had a blown Si.... and you could still feel vtec pull really hard... he put down 235 whp for the record. i would think that if your vtec is engaging, there would be a bigger spike in the power curve...

Forget about hearing VTEC with the JRSC.
It still works, I have a JRSC VTEC controller that indicates
that mine works. I don't know much about ECUs but I think you
should use the OBDII that the motor is made to work with??
For the "lean" issue..Are you using a fuel regulator and higher fuel pump?
Traditionally, b18c5 never generated more power than b18c with the JRSC
so I think your numbers may be right.

Im using the FMU that came with the sc kit and a comptech high flow fuel pump. Found out that I'm missing a IAT relay that connects to the pressure switch on the manifold, which would cause the lean issue, I think.

As for the ecu, if I were to use the Type R ecu that came with the motor, it idles fine however when I drive the car its not smooth, as if its missfiring or something. But, when I use the b16 ecu, it idles quite low at around 300 rpm, but when driven it feels alot smoother.?.
