quick question
Fuel cut according to Honda is 8500, according to helms and some others it's 8600. Almost all (if not all) stock tachometers are off so your tach might show 9000rpm when it hits the limiter but you are not really at 9000rpm.
This is for the USDM ITR.
And it's fine to redline it often. As with anything else, the more you use it the faster it will wear out though. Warm up the car first.

Thanks!
8500/8600 is debatable.. it will not work on a misshift-downshift. The engine is mechanically connected to the wheels and whatever speed the wheels are turning will force the RPM to be at a given rate based on the gearing. So if you are at 8000rpm in 3rd and shift to 2nd when you meant to go to 4th, you will force the motor to spin faster than it's redline and the ecu controlled fuel cutoff.
