Fuel cut according to Honda is 8500, according to helms and some others it's 8600. Almost all (if not all) stock tachometers are off so your tach might show 9000rpm when it hits the limiter but you are not really at 9000rpm.

This is for the USDM ITR.

And it's fine to redline it often. As with anything else, the more you use it the faster it will wear out though. Warm up the car first.
