Considering the age of the chassis, there are a hell of a lot of other issues that ought to be dealt with. Namely, subframe bushings, dampers, springs, tires, driver skill, etc.

Replacing the bushings and springs etc will make a big difference to how to car drives, it will feel better than a new car, its a good place to start before you think about turbo charging, after all would you really want to drive a high powered front wheel drive turbo that had worn out suspension etc? It would take the fun right out of it. Start with the bushes/shocks etc and have some fun now and then look around for a turbo kit.
And furthermore, a lot of remedial work will be needed to reliably turbocharge a 15 year old motor. In the end, if you decide to pursue forced induction...a newer SOHC VTEC D16Z* may be a better candidate than your stock motor. It all depends on the amount of power you're looking for, the budget you're bound to..and how reliable you need the car to be.
For now, tighten up the chassis, freshen the bushings all-around, get some light, strong wheels and quality tires on the car...it will help immensely.
