Default Brake line problem

So i start up my car which still has yet to pass emissions and i encounter another problem. This time wit my brakes, i put my foot on the brake to start her up and my foot goes directly to the ground the pedal is completely flush to the floor. Not good, so i start to drive it to see if my brakes work at all and when i step on it they work completely fine, yet when i put slight pressure on the brake just to slow down it loses pressure about half way down and has no stopping ability. So i'm thinking A. Air in the break line. B. Hole in my break line or C. Master cylinder is leaking or completely shot. Any input?
Thanks
