Default Missaligned headlights - 91 integra

My problem is with the alignment of the headlights on a '91 four door acura integra LS. They are pointed at the ground about six feet infront of the car. They are providing very little light and it is dangerous. I do not know how to bring them up.
There is the hole with the teeth near the corner but that just seems to point the light outwards from the car.

If anyone could enlighten me on how to do this properly it would be very apreciated.

THANKS.

Or if you don't feel like finding it in the owner's manual, here is the location of the adjusters. The best method of adjusting the lights is by parking the car on level ground in front of a plain wall that is as close to white as posible. And while it's dark out, of course.
