Ram air usually denotes an intake system where air is collected by some sort of scoop at the front of the vehicle and "rammed" into the intake manifold by the vehcle's forward movement. A cold air intake usually just draws air from outside the engine bay.

Ram seems faster cuz when you have it WOT you feel more of a pull from the car but Cold air will give you more hp at the top end than short ram, and also smoother feeling i think. i have a cold air intake that can be both so i know what it feels like. later

Right. Also, ram air is a form of cold air intake.
