Ram air usually denotes an intake system where air is collected by some sort of scoop at the front of the vehicle and "rammed" into the intake manifold by the vehcle's forward movement. A cold air intake usually just draws air from outside the engine bay.
Right. Also, ram air is a form of cold air intake.
