Default Oil Lines?

Okay, 90 Teg, 5 speed. There are two lines running from my speedometer module to the power steering rack, this makes no sense to me and one of them is leaking slightly. What are these for? I'm baffled. I need to replace the one piece of rubber line, is this high pressure?
Thanks!!!

bullitt210,
I'm not sure, but I think most Honda PS systems have the boost determined by how fast you're going. So, I'd think there might be a valve in there somewhere that opens up to allow more boost at lower speeds...just a quess.
I'd take a peek at the manual for our 1996 Civic to see if that's similar, but I'm not where the manual is now...
As far as high pressure, I don't think the ps system is very high pressure.
