Yes, it is. That's they're whole 'claim-to-fame', that their stuff is all emissions safe.

The other kits out there are revhard, drag, apexi (not sure for B18C)

as soon as you mod the greddy it becomes street illegal, that means intercooler, external wastegate etc. If you want a lot of power it will not pass smog.

a greddy with an intercooler makes it illegal. huh? that doesnt sound right

Why would adding that stuff make it not pass smog?

with the intercooler i think you would have to remove to bumper support making it illegal.

The intercooler is in the process of being CARB exempt. But a BOV, external wastegate are not CARB exempt, otherwise every turbo kit on the market would be.

ive seen plenty of boosted cars passing emission tests.

Your smog experience will vary from place to place. I've been smogged with my turbo at a ghetto smog station around here. The guy didn't even care that my air filter was a piece of mesh clamped over my inlet. He also didn't seem to notice the blaring CEL that was ever-present at the time. You may be able to pass a smog check with a turbo setup, but the GReddy kits in stock form(no add-ons, period) are technically the only smog/CARB legal kits in Cali. I'm sure other states maye be a bit more lax on the whole emissions testing thing.
