Default B16 idles too fast

My b16 swap into my 1990 Crx Si idles way too fast, about 2,000-2,500 RPM. I idle at 30 mph in 5th gear, and it surges in any lower gear.
I haven't had time to mess with the Apexi computer or look for vacuum leaks.
Other than that it shifts, and accelerates very well.
Anybody have any ideas. Thanx

Well, I don't have any vacuum leaks.
It has gotta be the Apexi. It would be nice if Apexi included more in depth instructions for their products.
I re-initiated the Neo, and then it idled @500 rpm. Turned it off, and now I can't get it to start.
If anyone has seen this before, any help is appreciated.
