Depends. If you take the head off yourself, $200 or so, including hot tank & whatnot.

If you just take it in... no less than $700.

My friend had his valve springs replaced and they charged him $300 and they pulled the heads off themselves.

You don't have to pull the head to do valve springs. Your friend got screwed. <edit> Unless you mean your friend pulled the head himself, in which case, he could have just left it on there. </edit>
Replacing the valves is pretty easy (you will need a valve spring compressor though) and if you've got the knowhow to take the head off, you might as well do the rest.

The parts arn't that expensive, if you decide to rebuild your head yourself. Honda valves are like 20 bucks each. If memory serves me it's like 18 exhuast, 22-23 intake. Valve seals are like a buck each, valve guides come in at a few bucks as well. Ooops but since you asking for labor... going rate for labor is generally 70 bucks an hour, depending on the job. Typical rebuild time is about 1.5-2 hours if your head is already clean and you know what you're doing.
