Default 99 civic ex

I have a 99 EX and when i am in park and turn my steering wheel from right to left it is really loud whining then when i turn. I am thinking I am just low on power steering fluid but I am not leaking any fluid. If it isnt that what do you think it could be. Thanks for all the responses in advance.

You could be drawing in air on the suction side. The pump could have a bad bearing. The noise could be caused by cavitation. Check the fluid level first.
