headerwrap can't possibly affect the smogability.
it does help with thermal expansion, cuz hot gas flows faster. but thats more for turbo applications.
if anything it will encourage rust.

its my understanding that for any swap to be "smog legal" the engine has to be in a car the same year or newer...so if your putting a b16a in a 91 crx that should be alright
