Default p28 chipped in b18b

I ganked a OBD1 p28 out of my frineds civic he was selling to get it chipped and use it in my OBD2 TEG. After imediate removal, i connected it up 2 my TEG to see how it ran. I did have a cel light on w/o the 3k rev limit. Everything ran fine (a bit rough from the p28 MAP) I tried to check the engine code (jumper) and it wouldnt spit out code. I figured no biggie. (possible the vtec ecu, on a non-vtec motor?) I took the ECU to on of the only places around where I live that Honda mods, (Western PA, wont give name of place, they dont deserve the plug) and the told me they chipped it and everything was fine. I installed the ECU and the cel is still on, but now i cant rev above 4k. Uppon opening up the ECU to see how well the "professional" shop did, i noticed that they didnt install the 2 capacitors!? Would this be the problem? I have had problems with other ECU's which didnt rev ast 3k and i know that, that is the ECU in limp, but what about 4k??? I got over-charged ($90) for a damn simple solder job, and to top it off, the damn ECU wont work! I have tried several different *.bin's (from p28 to p75) and not one will work. Any help would greatly be appreciated!

For the time being, intake, exhaust. Once the first snow, and i pull it off the road, I would liek to start building my motor and dropping it in ASAP!:
b18a GE sleeved 84mm
GE rods/arias piston 9.5 c/r
garrett gt30r
try make use of Crowler 403's i alread have
Limmited Slip Diff
3" DP... you get where im going.

This is my first build, and i want it ti be a damn good one. I have everything, no problems with anything so far, BUT the ECU.

you do not need a different ecu with an intake and header. put your stock one back in until you have the rest of that in. at which point you should get something programmable to tune with.

Like i said earlier, the shop nearest to me told me it didnt matter on ECU once chipped. You think this is where my problem is? After burning a baseline MAP, shouldnt it work anyways? Please, throw me your input?

the best way to determine proper settings is on the dyno. or at least a street tune if you have datalogging. what software are you using?

p28's can be chipped to run any number of engine combo's.
