Yeah, that isn't chipped correctly. You need 0.1µf ceramic disc capacitors in C51 and C52. I can't really tell, but is there a 1k resistor in R54? Here is an image of a properly chipped OBD1 ECU:

Dude, no they are not... U live in York? Come to Phila or Allentown and I will show you my chipped P28 used in my EG. I got B16 block, GSR head and custom turbo kit. My P28 controls my DOHC motor just fine...

I would be optimistic about it. Get those soldered in and you should be good. This is the only way to chip an OBD1 ECU. That shop you took it to obviously botched the job.

look asshole i realized i was wrong, i stoped posting that stuff and was trying to help the guy out by sending him a pic of my ecu, and for your infomation the guy was using the p28 first before it was chipped in his b18, and there is a possiblity that he could have fryed something from doing that, so dont jump all over me

i got a mugen chipped p28 and a socketed p28 that i run in my H22 which btw is DOHC and VTEC 
correct me if im wrong but the p28 are the popular choice of ecu to chip to run just about any setup
the socketed one is gonna be crome tuned friday

the p28 is just more easily found for relatively cheap. you can use almost any obd1 ecu.

The ECU has to be VTEC in order to run a VTEC motor...
The P28 Civic EX/Si was the cheapest and most easily found Honda with VTEC, so that is why it is most often used...
