Default Raising rev-range

Soon to be installing a b18c into my 90 CRX for track use, and I am just wondering, what are safe effective ways of raising the engines rev range? ie - making the redline higher.

balanced bottom end
forged internals
cams that make power higher than the stock rev limit
valvetrain to support the cams
tuneable ems so you dont blow something up

only rev as high as your cams will make power to. any higher and you're wasting rpms and doing harm to the engine.

if the motor is stock, leave it where it is!
