Default can an obd2 gsr run right in an obd1 civic?

i have an obd1 civic, but i have an obd2 gsr engine in it? it's running a little funny, i don't know what it is.
my speed is not right with my rpm. For an example, i have to shift too soon because the motor is reving up too high. I could be in fifth gear, i'm already at 3 thousand rpms, but i'm only going about 40 miles per hour.

Why dont you get an OBD1 Integra ECU swap.... then get it tuned

Putting hte OBD1 ECU into an OBD2 GS-R has been done many times....
Pretty inexpensive if u buy a used OBD1 ECU and it drops a second in the quarter mile. Careful with emissions thou... although ur car is originally OBD1 so it shouldnt have a problem.
