LS/Vtec - Pass Smog???

Default LS/Vtec - Pass Smog???

I'm not familiar with Hondas and Acuras but my friend is researching on taking a stock 94LS motor and put a B16A1 head on there or something like that...Will this pass smog???

I'm still researching on this due to the fact that I will be helping him do this...

Well most people will tell you no, it won't pass the visual inspection here in CA. However I spoke to a smog referee and seemed to imply that headswapping wasn't something they really monitor, however I don't know that he really grasped the concept of LSVTEC or CRVTEC. I'm sure it would pass the sniff test though.
