JDM ECU OBDII?? Can you smog it??

Default JDM ECU OBDII?? Can you smog it??

ok...here's my problem. I have a 97 Accord with a 98 USDM H22A4 and a Japanese P5M ecu from a 98 JDM Prelude (no immobilizer). It passed smog last time but now, the guys who do smog are plugging their equipment into my car to read the computer (some new smog crap in CA). Here's the problem....their computer isn't getting data from my current ecu so they can't smog it. Could the problem be with my ecu since it was from a Japanese car? Is there some sort of OBDII in Japan? I know their ecu's changed similar to ours when we went to OBDII. Should I plug in my old Accord computer into the car just for smog purposes?
I hope thats all it is because I've torn out my dash and center console a few times. I never cut any wires but I hope none of my pins where pulled out accidentally.
