Smaller turbo = faster spool so going with a smaller compressor would result in faster spool and less top-end power.

I made 199whp @10psi with that t3 listed prior, I swapped to my current t3t4 and dyno'd at 226whp without changing anything else. Then I switched to hondata and made 248whp @9psi....I'm sure I could have gotten more out of that with a little better tuning.
