Default Fuel Gauge In Instrument Cluster

My fuel gauge in my instrument cluster wont move from "Full" no matter how much I drive it. I know it isnt stuck because if I move it away from full, when I turn the car back on it slowly and i mean slowly works its way back to full.

that happens in my toilet sometimes. I bet you it has a similar setup. Does it always rise to full, or does it rise to a certain point (depending on how much gas is in the tank) and stay there?

Thanks a lot.. It was the toilet thing, I had to take it out and check the ohm readings on it and it is bad.
