Default cooling system pressure too high?

my gf 91 tercel is in the shop
the guy (fairly reliable) said the cooling system pressure is too high and it would cost $800-$900 to fix
the engine shakes and some black liquid comes out the exhaust and i thought it was a bad cylinder
anyhow i was wondering if this estimate sounds right and if its worth it to fix
it was rear ended about 2 months ago and she doesnt want it anymore but is in a tight money situation

Blown head gasket.

Fixing it is up to you. I wouldn't.

head gasket was replaced a few months ago and the guy said it wasnt a head gasket

Could be a warped head then. It acts the same way, and is even more expensive to fix.

If they didn't resurface the head during the gasket swap, that's probably it.

Black liquid coming out of the exhaust...possibly sooty water, or does it feel like oil?

There is a headgasket leak.

are the engines even stressed in this kind of accident?
just wondering, but I mean surely it isn't the HG either if it's just been replaced.
